Bingo in New Mexico

New Mexico has a bitter gaming past. When the IGRA was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the American Indian casino bandwagon. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King assembled a panel in Nineteen Ninety to draft an accord with New Mexico Amerindian tribes. When the panel came to an agreement with 2 prominent local bands a year later, Governor King declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in 1995, it appeared that Native wagering in New Mexico was now a certainty. But when Governor Gary Johnson signed the accord with the Native tribes, anti-gaming groups were able to hold the contract up in the courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing a deal, thereby costing the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full contract between the State of New Mexico and its American Indian bands. A decade had been squandered for gaming in New Mexico, including Native casino Bingo.

The not for profit Bingo business has gotten bigger since 1999. In that year, New Mexico non-profit game providers acquired only $3,048. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo earnings have increased steadily since that time. Two Thousand and Five witnessed the largest year, with $1,233,289 grossed by the owners.

Bingo is apparently popular in New Mexico. All kinds of operators look for a bit of the pie. With hope, the politicos are done batting over gaming as a key factor like they did in the 90’s. That’s without doubt hopeful thinking.
