New Mexico has a complex gambling background. When the IGRA was signed by the House in 1989, it looked like New Mexico would be one of the states to get on the Native casino craze. Politics assured that would not be the situation.
The New Mexico governor Bruce King announced a task force in 1990 to draft a compact with New Mexico American Indian bands. When the panel came to an accord with two important local tribes a year later, Governor King refused to sign the agreement. He would hold up a deal until 1994.
When a new governor took over in 1995, it seemed that Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson signed the contract with the Amerindian tribes, anti-wagering groups were able to hold the contract up in the courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the compact, therefore denying the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full compact amongst the Government of New Mexico and its American Indian tribes. A decade had been squandered for gambling in New Mexico, including Indian casino Bingo.
The non-profit Bingo industry has increased from Nineteen Ninety-Nine. In that year, New Mexico not for profit game owners acquired only $3,048. This number grew to $725,150 in 2000, and exceeded one million dollars in revenues in 2001. Non-profit Bingo revenues have grown steadily since that time. 2005 witnessed the greatest year, with $1,233,289 earned by the providers.
Bingo is apparently favored in New Mexico. All types of providers look for a bit of the pie. Hopefully, the politicians are done batting over gambling as a hot button matter like they did in the 90’s. That’s without doubt hopeful thinking.
